Why do forms require 100 KB photos?+

Government and exam systems often process millions of submissions; capping each photo at 100 KB keeps their servers and databases manageable.

Can a 5 MB photo really shrink to 100 KB without looking bad?+

For most ID and form photos, yes — the displayed size is small and viewers don't zoom in. Combine a moderate JPG quality drop with a smaller width (around 1024 px) and you'll hit the target comfortably.

Should I use JPG or PNG for a 100 KB limit?+

Almost always JPG. PNG cannot reach 100 KB for a normal photo without severe colour reduction.
